Ecological health planning

Climate, energy, and ecological emergencies require an unprecedented acceleration of collective measures and their management to drastically reduce the environmental footprint of our activities. For this, the President of the Republic has, for the first time in the history of the country, entrusted ecological planning directly to the Prime Minister.

Following on from the work of France Nation Verte, coordinated by the General Secretariat for Ecological Planning, an unprecedented steering committee (COPIL) structured around seven themes, was set up on May 22, 2023, for the health sector (sanitary and medico-social) in order to control its environmental impacts and ensure the ecological transformation of the sector over the long term.

Ecological planning for the health and medico-social sectors: an essential commitment
Climate, energy, and ecological emergencies require an unprecedented acceleration of collective measures and their management to drastically reduce the environmental footprint of our activities. For this, the President of the Republic has, for the first time in the history of the country, entrusted ecological planning directly to the Prime Minister.

Global temperature rise has accelerated and is having significant impacts on all ecosystems and human health, and in all sectors. It is imperative to accelerate the ecological transformation of all activities, in particular, that of care:

The French healthcare system represents more than 8% of national greenhouse gas emissions (nearly 50 million tonnes of CO2 equivalent)5.
The impact of healthcare provision represents approximately 45% of these 50 million tonnes. Medicines and medical devices account for the remaining 55%.
The health and medico-social sector, like all the others, must do its part in the necessary reduction in greenhouse gas emissions by 5% per year until 2050, in order to respect the French national commitment to stay below the additional +1.5°C.
The health system also has a major role to play in controlling its impact in terms of biodiversity, the depletion of natural resources and access to fresh water, or even the degradation and pollution of natural environments.
Beyond the many health benefits of integrating mitigation measures aimed at stabilizing climate change, as well as preserving biodiversity, the sector must transform itself to pave the way towards a more sober, more sustainable system, circular and less dependent on fossil fuels. The ecological transition in health is a sustainable health approach that promotes the integration of economically viable, socially equitable, and ecologically sustainable measures that promote health and well-being.

Many local initiatives for ecological transformation, heterogeneous and varied, have spread over the territory in recent years, some of which are presented in this document. These initiatives, as well as the strong expectations expressed regularly by the players in the sector, have guided the implementation of this COPIL as well as the development of the main lines of action. The wish shared by the greatest number of people to “find meaning” at work and to collaborate around committed promising and exciting projects, make the national strategy for ecological transformation a major tool for cohesion and attractiveness for personnel in the sector.

Creation of a steering committee for ecological planning in the health and medico-social sectors
In the continuity of the work launched by the Prime Minister under the brand “France Green Nation”, coordinated by the General Secretariat for Ecological Planning, an unprecedented steering committee (COPIL) structured around seven themes, was set up on May 22. 2023 for the health sector (sanitary and medico-social) in order to control its environmental impacts and ensure the ecological transformation of the sector over the long term.

The ecological planning steering committee for the health sector was chaired by Agnès Firmin Le Bodouser representatives as well as five experts identified for their commitment and their work on the subject. The Nouvelle-Aquitaine and Grand-Est Regional Health Agencies (ARS) represent the ARS within this COPIL.

Seven fields of action to ensure the ecological transformation of the sector
The commitments made during the COPIL will be included in an ecological planning agreement, which will bind the stakeholders in the fall of 2023. They will be made around seven axes:

Building and energy management ;
Sustainable purchases ;
Eco-responsible care ;
Sector waste ;
Training and research in ecological transformation;
Sustainable mobility ;
Environmental impact of digital.
